Azerbaijan Residence Permit

The Azerbaijan Residence Permit is issued by the State Migration Service and allows eligible foreign nationals and stateless persons to live in Azerbaijan temporarily or permanently, depending on the legal grounds. 

Requirements and procedures vary by permit type. A valid residence card also permits visa-free exit and re-entry during its validity.

1. Temporary Residence Permit (TRP)

A Temporary Residence Permit is issued to foreigners and stateless persons who wish to reside in Azerbaijan temporarily on one of the legal grounds set out in the Migration Code.

It is generally issued for the period requested by the applicant, but normally not for more than 1 year. In certain cases, including some investor and specialist categories, it may be issued for up to 3 years. It may be extended if the legal ground continues.

You may apply for a temporary residence permit in Azerbaijan in the following cases:

You are in a close family relationship with a citizen of the Republic of Azerbaijan.

Investment in the Economy

You invest at least AZN 500,000 in Azerbaijan's economy.

Property Ownership / Funds in a Bank

You own real estate in Azerbaijan worth at least AZN 100,000, or you hold at least AZN 100,000 in a bank in Azerbaijan.

High-Level Specialist

You are a high-level specialist in economic, industrial, military, scientific, cultural, sports, or similar fields.

Specialist Category under the Migration Code

You fall under the specialist category specifically referred to in the Migration Code.

Family Member of a Foreigner or Stateless Person Residing in Azerbaijan

You are a family member of a foreigner or stateless person who is residing temporarily or permanently in Azerbaijan.

Head / Deputy Head of a Foreign Legal Entity’s Branch or Representation

You hold such a position in Azerbaijan.

Head / Deputy Head of a Legal Entity Established in Azerbaijan

The legal entity must have at least one foreign founder.

Entrepreneurial Activity

You carry out entrepreneurial activity in Azerbaijan, subject to the legal employment and turnover requirements.

Work Permit Holder

You obtained a work permit in accordance with the Migration Code to carry out paid employment in Azerbaijan.

Full-Time Student

You study full-time in higher, vocational, or secondary educational institutions in Azerbaijan.

Professional Religious Activity

You carry out professional religious activities at officially registered religious associations.

Grounds under an International Treaty

Your residence is supported by an applicable international treaty to which Azerbaijan is a party.

For entrepreneurial activity, this ground is recognised only if the applicant actually employs at least 5 full-time or 10 part-time employees and at least 80% of those employees are Azerbaijani citizens, subject to the legal rules and exceptions.

2. Permanent Residence Permit (PRP)

A Permanent Residence Permit allows foreign nationals and stateless persons to live in Azerbaijan on a long-term basis. It is issued as a residence card that confirms identity and permits visa-free exit and re-entry for the duration of its validity. 

This status is not citizenship and is granted for a fixed period, with the option to extend. Applicants are generally required to have lived in Azerbaijan for at least 2 years, with no absence exceeding 90 days within any 180-day period.

Long-Term Residence

You have legally resided in Azerbaijan for at least the required period on a relevant basis of temporary residence.

Economic Contribution

You invest at least AZN 500,000 in Azerbaijan's economy.

Property Ownership

You own real estate in Azerbaijan worth at least AZN 200,000.

Deposit in a Bank

You invest at least AZN 200,000 on the basis of a fixed-term deposit agreement with a bank operating in Azerbaijan.

Government / Investment Securities

You own government securities or qualifying investment securities with a nominal value of at least AZN 200,000.

Highly Qualified Specialist / Highly Skilled Migrant

You fall within the specialist categories recognised under the Migration Code.

Family Member of a Permanent Resident

You are a family member of a foreigner or a stateless person who is permanently residing in Azerbaijan.

Head / Deputy Head of a Foreign Legal Entity’s Branch or Representation

You hold an eligible managerial post in Azerbaijan.

Head / Majority Owner of a Qualifying Legal Entity Established in Azerbaijan

The legal entity must meet the legal ownership and capital conditions.

Azerbaijan Residence Permit Application Process

Step 1: Determine Eligibility

Identify the exact legal ground on which you qualify, such as investment, family relationship, employment, entrepreneurship, or full-time study. Residence permits in Azerbaijan are issued only where the legal basis is documented.

Prepare the Required Documents

The required documents generally include:

  • Application form.
  • Passport copy.
  • Birth certificate copy for minors without a passport.
  • Medical certificate.
  • Documents proving the legal basis of residence.
  • Photographs.
  • Residential address documents.
  • Consent statements were required.
  • And a state-fee receipt.

Step 2: Complete the Application Form

Fill in the official application form accurately and ensure that the supporting documents align with the legal grounds of the application.

Step 3: Submit the Application

Applications are submitted to the State Migration Service of the Republic of Azerbaijan, personally or through a legal representative. Applications for temporary residence should be filed at least 30 days before the end of the lawful temporary stay or residence period.

Step 4: Residence Registration and Supporting Documents

Applicants must also provide the document for the residential area where they will be registered and, where applicable, the consent and a copy of the ID of the person providing that residential address.

Step 5: Decision and Card Issuance

If approved, the applicant receives a residence permit card. This card serves as proof of lawful residence and permits visa-free exit and re-entry for the duration of its validity.

Rights of Azerbaijan Residence Permit Holders

Residence permit holders in Azerbaijan generally have the following rights:

  • Right to reside in Azerbaijan for the validity period of the permit.
  • Right to exit and re-enter Azerbaijan without a visa during the validity period of the residence card.
  • Access to services such as education and healthcare is subject to the applicable laws and conditions.
  • Ability to open bank accounts and conduct lawful transactions, subject to banking requirements.

Obligations of Residence Permit Holders

Residence permit holders must comply with Azerbaijani law and the conditions of their permit. Important obligations include:

  • Maintaining a valid residence status and applying for an extension on time. If the permit is not extended and no extension application is filed, the person must leave Azerbaijan.
  • Providing accurate information and genuine documents. False information or fraud can lead to refusal or cancellation.
  • Maintaining the legal basis of residence. If the basis disappears, the permit may no longer be extendable.
  • Complying with address and registration requirements and keeping residence-related records updated.
  • Applying for a work permit is required before engaging in paid employment.
  • Observing residence continuity rules where relevant, especially for future permanent residence applications. The two-year residence period is considered continuous only if the person has not been absent from Azerbaijan for more than 90 days within a 180-day period.
